Prohibits districts and intermediate districts from employing noncertificated educators to teach in elementary or secondary schools, provide counseling services, or administer instructional programs unless fulfilling applicable continuing education requirements.

Requires districts employing noncertificated or unlicensed educators to have their state aid reduced by the amount paid to those educators, with intermediate superintendents notifying the department of violations.

Establishes criminal penalty of $1,500 per incidence for school officials who knowingly continue employing noncertificated or unlicensed educators after notification by the department.

Requires districts found in violation of educator certification requirements to submit a compliance plan to the department within 30 calendar days or face a 5% withhold of total state aid.

Imposes additional 5% state aid forfeiture for districts failing to comply with their submitted compliance plans.

Takes effect 90 days after enactment and is contingent on passage of House Bills 5156, 5157, and 5158.
