Requires proprietors submitting final plats to deposit a filing and recording fee equal to the mortgage recording fee under MCL 600.2567, in addition to any municipal fees.

Establishes a state plat review fee of $150.00 plus $15.00 for each lot over 4 lots, payable by check or money order to the state of Michigan.

Directs county plat board clerks to forward the state plat review fee to the state administrator when plats are submitted for state review.

Creates a revolving fund in the state treasury for depositing and using state plat review fees in administering the land division act, with carryover of unused funds to subsequent fiscal years.

Takes effect October 1, 2016, contingent upon enactment of Senate Bill No. 599 of the 98th Legislature.
