Prohibits any person from applying coal tar sealants or other high PAH (polycyclic aromatic hydrocarbons) sealants to asphalt, concrete, or other pavement, effective 90 days after enactment.

Bans the sale of coal tar sealants or other high PAH sealants unless the purchaser provides an exemption from the director or completes a no-Michigan-use form certifying the product will not be used within Michigan.

Allows the Department of Environmental Quality director to grant written exemptions for research on environmental effects or development of alternative technologies when use is necessary for the research.

Requires sellers to retain no-Michigan-use forms or exemption copies for 3 years and allow department inspection upon request.

Establishes violations as state civil infractions subject to fines up to $5,000, with property owners rebuttably presumed responsible for unauthorized sealant applications on their property.
