Amends Michigan Penal Code section 223 to require sellers to deliver written warnings to firearm purchasers about penalties for improper storage and post conspicuous warnings at purchase counters; violation is a misdemeanor punishable by up to 93 days imprisonment or $500 fine.

Creates new section 223a establishing requirements for firearm storage when accessible to minors: firearms must be kept in a securely locked box, in a secure location, or locked with a locking device.

Establishes felony penalties (up to 5 years imprisonment or $5,000 fine) if a person violates storage requirements and a minor obtains the firearm and uses it to cause injury or death to themselves or others.

Establishes misdemeanor penalties (up to 93 days imprisonment or $500 fine) if a minor obtains an improperly stored firearm and possesses or exhibits it in public or in a careless, reckless, or threatening manner in the presence of others.

Provides exemptions when a minor obtains a firearm with parental permission for employment, ranching, farming, target practice, hunting, or firearm safety instruction; when obtained through unlawful entry or theft; or when used in lawful self-defense.
