Creates a Young Adult Commission within the Department of Talent and Economic Development consisting of 9 members aged 16-28, appointed by the governor (3 members, including 1 disabled individual), House speaker (2 members), Senate majority leader (2 members), Senate minority leader (1 member), and House minority leader (1 member).

Members serve 2-year terms and receive no compensation; the commission must meet at least quarterly and conduct all business in compliance with Michigan's open meetings act and freedom of information act.

Commission shall recognize youth contributions, hold public forums to give youth a voice in state government, and submit annual reports to the governor and legislature on youth issues.

Commission must collaborate with state agencies to develop social media campaigns for youth engagement, increase youth retention in the state, and make recommendations on pending legislation affecting young adults.

Act takes effect 90 days after enactment; initial commission members must be appointed within 120 days of the effective date.
