Prohibits individuals from willfully or maliciously removing a collar or microchip from a dog with intent to remove traceable evidence of ownership, except for the owner, authorized agent, law enforcement, animal control, or shelter employees acting in official capacity.

Establishes violation as a state civil infraction with fines between $1,000 and $2,500.

Does not limit other civil or criminal liability that may apply under Michigan law.

Defines "authorized agent" as an individual with permission from the dog's owner to remove the dog's collar.

Effective date: January 20, 2017.
