Establishes the P.C.U.P.S. foundation fund (Prostate Cancer Understanding Prevention Screenings) within the Department of Treasury to provide donations to the P.C.U.P.S. Foundation.

Fund receives appropriations made under section 435 of the Michigan Income Tax Act of 1967, plus interest, earnings, and other donations or contributions.

State Treasurer directs investment of fund and credits all appropriated amounts to the fund.

Authorizes fund expenditures for prostate cancer education, awareness campaigns, early detection screenings, promotion of "prostate blue" through sports and recreation, and fundraising for healthier lifestyles.

Fund money may be used as matching funds for federal grants and unspent balances carry over annually without lapsing to the general fund; bill is contingent on enactment of HB 5226.
