Amends Michigan motor vehicle lighting regulations to permit state, county, and municipal vehicles engaged in snow and ice removal to use flashing, rotating, or oscillating amber or green lights positioned for 360-degree visibility.

Allows vehicles responding to spills or emergency actions by the Department of Natural Resources or Department of Environmental Quality to use flashing, rotating, or oscillating amber or green lights, activated only when at the scene of the incident.

Prohibits activation of amber and green lights on snowplow and emergency response vehicles except when warning lights are necessary for public safety purposes.

Establishes that violations of equipment restrictions in subsections (1) through (4) constitute civil infractions.

Effective date: September 7, 2016.
