Prohibits the supervisor from issuing permits for oil or gas wells in counties with a population of 750,000 or more unless the proposed well is located at least 2,000 feet from a residential building.

Requires compliance with applicable local ordinances and mandates the department hold a public hearing in the city, village, or township where the proposed well is located and consider public input.

Allows the supervisor to grant a waiver from the 2,000-foot distance requirement if all residential building owners within 2,000 feet provide written consent.

Permits a waiver alternative if the supervisor determines through public hearing that the well location will not cause waste and no reasonable alternative location exists for the oil and gas rights holder to develop the resource.

Exempts wells used for injection, withdrawal, and observation of natural gas storage from these requirements.
