Allows drain commissioners to report incomplete drainage improvements to county boards of commissioners if expenses for engineering, legal, or administrative services remain unpaid or notes are outstanding.

Requires drain commissioners to report incomplete improvements to county boards if a project is not completed within 5 years of the drain commissioner's order, first determination order, or petition filing (whichever is later).

Authorizes county boards to spread unpaid costs against original petitioners' property if the amount is too small to justify spreading across the entire drainage district.

Permits county boards to spread costs across the drainage district and requires apportionment to parties that would have benefited, with review limited to fairness of apportionment only.

Applies same cost apportionment and recovery procedures to intercounty drainage districts, with drainage board determining cost allocation between counties and board of review providing final decisions on apportionment disputes.
