Requires new or renewal air quality permits filed on or after the effective date to include a plan for reducing emissions during winter thermal inversion action days declared under section 5543 for the permit holder's geographic area.

Mandates permittees comply with their emissions reduction plan when a winter thermal inversion action day is declared and promptly report compliance steps to the department in the manner required.

Limits emissions averaging periods for November through March in new or renewal permits to a maximum of 8 hours, with exceedances of the required average during that season not to total more than 1 hour.

Defines "thermal inversion" by reference to the definition in section 5543 of the Natural Resources and Environmental Protection Act.

Takes effect 90 days after enactment, contingent upon the passage of Senate Bill No. ____ or House Bill No. 5287.
