• Amends the William Van Regenmorter Crime Victim's Rights Act (1985 PA 87) to update definitions and victim notification procedures related to juveniles in the criminal justice system.

• Replaces references to "family independence agency" with "department of health and human services" throughout the statute to reflect organizational changes.

• Requires the department of health and human services or county juvenile agency to make good faith efforts to notify crime victims before a juvenile is dismissed from court jurisdiction, discharged from commitment, or transferred from a secure to nonsecure facility.

• Requires immediate notice to victims who request it if a juvenile escapes from a facility, using any means reasonably calculated to provide prompt actual notice.

• Takes effect 90 days after enactment and is contingent on passage of HB 5317 (tied legislation).
