Amends the definition of "veteran" in Michigan's 1974 Veterans' Military Pay Fund Act to clarify eligibility requirements for veterans who served between January 1, 1961, and September 1, 1973.

Requires veterans to have completed at least 190 days of honorable active duty service or to be listed as missing in action or died during the period of service, with exceptions for those receiving medical discharge due to service-connected injuries or disease.

Defines "combat veteran" as those listed missing in action or eligible to wear the Vietnam Service Medal or Armed Forces Expeditionary Medal during the specified service period.

Clarifies residency requirements, specifying that veterans must have been Michigan residents for at least 6 months before entering service or before January 1, 1961, and that discharge documents showing out-of-state addresses do not necessarily indicate abandonment of Michigan residency.

Becomes effective September 20, 2016, with implementation contingent upon enactment of House Bill 5332.
