Amends the Korean Veterans' Military Pay Fund Act of 1955 to update the definition of "veteran" and related terms for eligibility purposes.

Defines "veteran" as an individual who meets the 1965 PA 190 definition and served honorably for more than 60 days in U.S. armed forces between June 27, 1950 and December 31, 1953.

Requires veterans to have been Michigan residents either at time of military service entry or on June 27, 1950, with at least 6 months prior residence in the state.

Clarifies residency standards through multiple pathways, including birth in Michigan, temporary out-of-state residence without abandonment, 6 months prior residence with voting registration or other ties, and former constitutional residency requirements.

Takes effect September 20, 2016, contingent on enactment of House Bill 5332.
