Establishes a preference for up to 10% of contract awards to qualified disabled veterans, with preference going to the lowest bidder among qualified disabled veterans when bids are equal.

Sets an annual goal for the department to award not less than 5% of total expenditures for construction, goods, and services to qualified disabled veterans, including subcontracts.

Requires the department to report annually to the legislature on qualified disabled veteran bid submissions, contract awards, total contract values, and goal achievement status.

Defines "qualified disabled veteran" as a business entity 51% or more owned by one or more veterans with a service-connected disability, and specifies that veterans must have been released with an honorable or general discharge.

Effective September 20, 2016, contingent on enactment of House Bill 5332.
