Requires veterans to be preferred for appointment and employment in all public departments and public works of the state, counties, and municipal corporations in Michigan.

Defines "veteran" as an individual who meets the definition in section 1 of 1965 PA 190 (MCL 35.61) and was honorably discharged.

Specifies that physical impairment or loss of limb does not disqualify veterans unless it actually incapacitates them from performing the job.

Requires veteran applicants to be of good moral character, have been a state resident for at least 2 years, and possess other requisite qualifications under civil service laws.

Establishes that 1941 PA 370 (MCL 38.401 to 38.428) prevails in case of conflict with this act; effective September 20, 2016, contingent on enactment of House Bill 5332.
