Establishes a 7-member board of managers to oversee the Michigan veterans' facility, with members appointed by the governor and confirmed by the senate.

Requires board members to demonstrate knowledge, skills, and experience in public health, business, or finance, with composition including representatives from American Legion, Veterans of Foreign Wars, Disabled American Veterans, and one other congressionally chartered veterans' organization.

Includes three board seats for veterans who may or may not belong to congressionally chartered veterans' organizations but cannot represent such organizations on the board.

Sets 3-year terms for board members serving at the pleasure of the governor, with removal allowed for misfeasance, malfeasance, nonfeasance, or missing 3 or more consecutive meetings.

Defines "veteran" as an individual meeting the definition in 1965 PA 190 who was honorably discharged; takes effect 90 days after enactment, contingent on enactment of House Bill 5332.
