• Requires permit applicants for natural gas wells using hydraulic fracturing to submit detailed information including base fluid type and volume, additive trade names and suppliers, chemical ingredients with CAS numbers, concentration percentages, material safety data sheets, and evaluation of less-risky alternatives.

• Mandates the department post all submitted hydraulic fracturing information on its website for at least 60 days of public notice and comment before approval, with notices to local media and government units.

• Allows the department to disapprove proposed hydraulic fracturing operations if feasible alternatives exist that provide greater protection to public health, safety, welfare, or the environment.

• Requires permittees to submit annually by February 1 a master list of all chemical ingredients used and a report of total quantities of each chemical ingredient used during the previous calendar year.

• Requires disclosure of chemical ingredient information to health care professionals immediately in medical emergencies and upon written statement of need in non-emergency cases for diagnosis or treatment purposes.
