Increases the minimum setback distance for oil and gas well pads from 450 feet to 5,000 feet from residential buildings, public or private schools, child care facilities, hospitals, and public parks.

Removes the previous requirement that the setback restriction only apply in cities or townships with a population of 70,000 or more, making the restriction apply statewide.

Eliminates the supervisor's authority to grant waivers based on written consent from nearby property owners or public hearings regarding well location necessity.

Defines "well pad" as the area occupied by equipment or facilities necessary for drilling, production, or plugging of a well.

Takes effect 90 days after enactment into law.
