Amends the Michigan Military Act to modify section 251 (MCL 32.651) regarding the Michigan Volunteer Defense Force, changing "such" to "a" number of units and making capitalization corrections to "National Guard."

Establishes that the Michigan Volunteer Defense Force cannot exceed 15% of the Michigan National Guard's authorized strength during times other than national emergency.

Requires the adjutant general to ensure at least one armed member of active service is stationed at each armory or military facility for protection purposes, with mandatory firearms training.

Members of the Michigan Volunteer Defense Force may only be equipped with weapons under three conditions: when the president calls National Guard into federal service during national emergency with public property protection mission, during training by National Guard or state police, or while stationed at an armory or military facility per the new section 338.

Requires the Department of Military and Veterans Affairs to report annually to legislature starting December 18, 2009 on the proposed and actual status of the Michigan Volunteer Defense Force, including regulations, training plans, membership requirements, character screening procedures, and coordination methods with law enforcement and disaster relief authorities.
