Appropriates $27,957,200 from the Michigan Natural Resources Trust Fund for capital outlay projects in fiscal year 2016, with $21,782,200 distributed as grants-in-aid to local units of government.

Funds 59 land acquisition and park development projects across Michigan counties, including major projects such as $7.58 million for Monroe North expansion in Grand Rapids and $2.85 million for Schmid Marina acquisition in New Baltimore.

Requires local governments receiving grants to dedicate acquired land to public outdoor recreation in perpetuity, replace any converted lands, and provide the state with minimum 1/6 royalty interest in minerals on parcels over 5 acres.

Establishes that full grant payments only occur after grantees provide proof of project completion and cost verification by the Department of Natural Resources, with a waiver option available.

Reduces previous appropriations from 2013-2015 acts by $280,500 total for withdrawn projects and lapses those funds to redirect resources to the new projects in this act.
