Authorizes the director of agriculture to maintain a seed testing laboratory and establish germination standards for vegetable, flower, and forest tree seeds.

Limits germination and purity testing fees for agricultural seed to $15.00 per sample, with fees comparable to other states and deposited into the state general fund.

Permits the director to enter public and private premises during business hours to inspect seeds and records, and to board any conveyance to access seeds subject to the act.

Requires field bean seed inspections and analyses to be performed by director-approved persons or agencies, who must maintain inspection and analysis records for at least 2 years.

Provides liability protection for inspection and testing agencies and employees except when they fail to follow approved procedures, improperly interpret test results, or act outside their official duties.
