Establishes grant program for municipalities to fund sewage collection and treatment systems, stormwater, and nonpoint source pollution control projects.

Grants cover up to 90% of costs for projects under $1,000,000 and up to 90% for the first $1,000,000 plus 75% above that for projects between $1,000,000 and $2,000,000.

Disadvantaged communities, municipalities in receivership, those under emergency management, or operating under a consent agreement may receive grants covering 100% of project costs.

Municipalities may use grants for asset management programs, stormwater management plans, planning and design, innovative technology testing, and up to 50% of planning, design, and construction costs for projects addressing substantial public health risks (capped at $10,000,000).

Establishes 120-day review timeline for complete applications, requires recipients to begin projects within 3 years, and limits total grant assistance to $2,000,000 per municipality; departments must report annually on grant utilization by October 1.
