Allows public employers to enter into "all-union agreements" (union security provisions requiring financial support or allegiance to labor organizations) only if approved by majority vote of eligible employees or 3/4 of those voting, whichever is greater, and filed with the commission.

Permits any interested party to petition the commission to terminate an all-union agreement, with elections held 120-105 days before contract expiration or triennial anniversary dates, and agreement terminates if majority of eligible employees or 3/4 of those voting do not support retention.

Requires exclusive bargaining representatives to have independent examiners verify expenditures for collective bargaining, contract administration, and grievance adjustment annually by July 1 and file verification with the commission for public disclosure.

Exempts police and fire department employees and state police troopers/sergeants from the general prohibition on requiring union membership or financial support; allows these employees' bargaining units to agree to fair-share fees equivalent to union dues.

Establishes civil penalties up to $500 for violations of union membership requirements and allows individuals injured by violations to bring civil actions for damages and injunctive relief with court costs and attorney fees awarded to prevailing plaintiffs.
