Establishes water quality alliances as voluntary organizations that two or more municipalities can create by resolution to monitor water quality and conduct related activities within their jurisdictions.

Authorizes alliances to conduct water sampling and analysis, inform the public about monitoring programs, and provide water quality data to governmental agencies, universities, schools, and other entities for scientific and educational purposes.

Requires alliance bylaws to specify organizational structure, decision-making processes, water bodies or intakes under jurisdiction, eligible members, cost assessment basis, and annual budget adoption mechanisms.

Allows alliances to employ personnel, enter contracts, collect member fees (with member approval), solicit grants and gifts, and represent members before other bodies on water quality issues, but prohibits independent authority to assess taxes or fees on individuals or property owners.

Requires alliances to submit annual financial reports to members by April 1 and obtain audits of financial records at least every other year, with results submitted to member governing bodies and the state treasurer.
