Establishes the Water Resources Commission with oversight authority over all Department of Environmental Quality responsibilities under the Safe Drinking Water Act.

Requires the Water Resources Commission to hold public hearings and receive public comment on all department policies regarding the provision of drinking water.

Authorizes the Water Resources Commission to receive complaints about drinking water that allegedly fails to meet state standards or violates the Safe Drinking Water Act, department rules, or related determinations and permits.

Empowers the Water Resources Commission to respond to complaints by requiring the director or department to take investigatory or enforcement action, or by requesting the Attorney General to commence court action to enforce the act.

Takes effect 90 days after enactment, contingent upon passage of House Bill 5404.
