Amends the definition of "minor child" in the child care licensing law to allow certain facilities licensed for more than 50 residents to house up to 15 residents aged 18 years, provided the facility maintains at least 40 residents under age 17 and provides appropriate clinical programming.

Removes language identifying the "department of human services" as the licensing authority and replaces it with generic reference to "the department responsible for licensure and registration" to allow for departmental reorganization.

Establishes exemption process for school-age child care facilities and programs in operation for at least 2 years with no substantial violations to apply for exemption from routine inspections and on-site visits.

Exempted facilities must maintain annual documentation of compliance but are subject to investigation if violations are alleged and may have exemption rescinded for willful and substantial violations.

Takes effect 90 days after enactment.
