Amends the Michigan Public School Code (1976 PA 451) to add section 1307 establishing state policy on seclusion and restraint in public schools.

Declares legislative intent to promote student care, safety, welfare, dignity, and school security while encouraging evidence-based strategies to reduce challenging behaviors and eliminate seclusion and restraint use.

Requires seclusion and physical restraint to be used only as a last resort in emergency situations, subject to assessment, monitoring, documentation, and reporting by trained personnel.

Directs clear definitions of "seclusion," "restraint," "emergency seclusion," and "emergency physical restraint" with specified procedures for their use.

Takes effect 90 days after enactment only if House Bills 5410 and 5417 are also enacted into law.
