Emergency seclusion and physical restraint may only be used in emergency situations when essential for pupil or other safety, and not as a substitute for less restrictive interventions.

Emergency seclusion should not exceed 15 minutes for elementary pupils or 20 minutes for middle/high school pupils; emergency physical restraint should not exceed 10 minutes; extensions require additional support and documentation.

School personnel must consider the pupil's age, developmental level, physical size, gender, medical condition, psychiatric condition, and trauma history when using these practices, based on research and evidence.

School personnel must call key identified personnel for help immediately or as soon as reasonably possible during emergency situations, continually observe for physical distress, and maintain communication with the pupil using their primary mode of communication.

Substitute teachers must be informed of and understand emergency seclusion and physical restraint procedures through online training and acknowledgment of understanding.
