Requires documentation and immediate reporting in writing or orally to school administration and parents/guardians for each use of seclusion or restraint, with written report provided within 1 school day or 7 calendar days, whichever is sooner

Mandates school personnel conduct debriefing and consultation with parents/guardians after any use of seclusion or restraint to determine future actions, in accordance with department guidelines and documented on department-developed forms

Encourages school personnel to conduct functional behavioral assessments and develop or revise positive behavioral intervention and support plans for pupils exhibiting patterns of behavior that pose substantial risk of future emergency situations

Requires team-based assessment and planning process including parents/guardians, the pupil if appropriate, implementation staff, and positive behavioral intervention and support specialists for pupils at risk of requiring seclusion or restraint

Takes effect 90 days after enactment, contingent upon passage of House Bills 5410 and 5417 in the 98th Legislature
