Amends Michigan's public instruction law to add section 1307e establishing requirements for emergency intervention plans when pupils exhibit patterns of behavior posing substantial risk of emergency situations.

Requires emergency intervention plans be developed by a team including a teacher, an individual knowledgeable about legal use of emergency seclusion and physical restraint, and an individual knowledgeable about positive behavioral intervention and support strategies.

Mandates written emergency intervention plans include detailed procedures, legal limits on seclusion and physical restraint with examples, medical contraindications review with parental consent, and peer review by school personnel.

Requires parents or guardians receive written and oral explanation of positive behavioral intervention strategies, definition of emergency situations, intervention procedures, legal limits on restraint and seclusion, possible discomforts or risks, and answers to questions.

Prohibits emergency seclusion or physical restraint from being used as planned response, discipline, punishment, or substitute for appropriate education; specifies use only permitted in response to ongoing emergency situations.

Takes effect 90 days after enactment only if House Bills 5410 and 5417 are also enacted into law.
