Schools must collect and report data on restraint and seclusion use, including incidents reported by race, age, grade, gender, disability status, medical condition, school personnel involved, and school location.

Schools and districts must analyze collected data to evaluate behavioral support systems, contextualize with attendance/suspension/expulsion/dropout data, and improve training to eliminate seclusion and restraint.

Department of Education must compile and release redacted, aggregate data on seclusion and restraint use by school district, public school academy, and intermediate school district on a quarterly basis.

Schools should use existing data collection systems when possible and report data electronically to the department on a schedule determined by the department.

Act takes effect 90 days after enactment and is conditional on House Bill 5410 and House Bill 5417 also being enacted into law.
