Adds section 1307h to Michigan's education law to define key terms related to school discipline and behavioral interventions, including restraint, seclusion, de-escalation, and positive behavioral support.

Defines "emergency physical restraint" and "emergency seclusion" as last-resort safety interventions that exclude use for convenience, discipline, punishment, or as substitutes for proper staffing or training.

Prohibits certain restraint methods including prone restraint (facedown), restraint that negatively impacts breathing, and restraint contraindicated by a pupil's disability or medical condition.

Establishes definitions for "positive behavioral intervention and support" as an evidence-based framework using functional behavioral assessments and alternative skill instruction to improve pupil behavior outcomes.

Takes effect 90 days after enactment and is contingent upon House Bill No. 5410 of the 98th Legislature also being enacted into law.
