Amends Michigan Penal Code section 145n to revise vulnerable adult abuse in the fourth degree to include acts that knowingly or intentionally pose an unreasonable risk of harm to a vulnerable adult, regardless of whether physical harm actually results.

Fourth degree vulnerable adult abuse is a misdemeanor punishable by imprisonment for not more than 1 year or a fine of not more than $1,000.00, or both.

Maintains existing penalties for first through third degree vulnerable adult abuse: first degree (felony, up to 15 years imprisonment or $10,000 fine), second degree (felony, up to 4 years imprisonment or $5,000 fine), and third degree (misdemeanor, up to 2 years imprisonment or $2,500 fine).

Protects caregivers and persons with authority from liability when taking reasonable action to prevent harm to vulnerable adults and when following lawful patient advocate designations under the estates and protected individuals code.

Takes effect 90 days after enactment.
