Prohibits local governments, law enforcement agencies, and universities from operating motor vehicle storage facilities beginning 90 days after enactment.

Prohibits these entities from accepting financial or other consideration from authorized vendors that operate motor vehicle storage facilities.

Prohibits these entities from requiring authorized vendors to deliver motor vehicles to storage facilities operated by different authorized vendors.

Grandfathers existing operations: entities already operating storage facilities or accepting consideration from vendors before the effective date may continue doing so.

Allows authorized vendors to sue for actual damages, costs, and attorney fees if violations occur; allows vehicle owners/lessees to recover towing and storage fees paid (minimum $150) plus costs and attorney fees.
