Amends the Natural Resources and Environmental Protection Act to modify definitions and hunting license provisions related to small game hunting.

Adds definition of "qualified nonresident" as a nonresident who owns land in Michigan.

Establishes base license fees: $10.00 for residents, $5.00 for resident and nonresident minor children, $75.00 for qualified nonresidents, and $150.00 for other nonresidents.

Removes the March 1, 2014 effective date language, making the fee structure provisions effective immediately upon enactment.

Preserves existing provisions allowing nonresidents to purchase limited 7-day small game licenses for $80.00 and exempts certain bobcat hunt participants from base license requirements.
