Establishes the "Public Threat Alert System Act" to prescribe the official state response system for public threat situations including terrorism, unresolved mass shootings, and mass shooting sprees.

Requires the Michigan Department of State Police to establish and maintain a public threat alert system plan designed to rapidly disseminate information to radio, television stations, and wireless devices through the federal wireless emergency alert system.

Makes it a felony punishable by up to 4 years imprisonment or $2,000 fine to intentionally make or cause a false report of a public threat to law enforcement, 9-1-1 operators, or authorized governmental employees.

Authorizes courts to order persons convicted of making false public threat reports to pay response costs to the state, local government, and media, including emergency vehicle and team deployment expenses.

Effective date is September 22, 2016, contingent upon enactment of Senate Bill 976 and House Bill 5567.
