Establishes the Urgent and Immediate Threat to Public Safety Notification System, to be maintained by the Michigan Department of State Police, for rapidly disseminating emergency information to the public through multiple channels including telephone, cellular phone, text messaging, email, facsimile, and radio and television stations.

Defines "urgent and immediate threat to public safety" to include acts of terrorism, unresolved mass shootings, and unresolved mass shooting sprees, and requires the notification system to be activated only according to policies established by the department.

Criminalizes intentionally making or causing a false report of an urgent and immediate threat to public safety to any peace officer, police agency, 911 operator, or authorized governmental employee as a felony punishable by up to 4 years imprisonment or a fine of up to $2,000, or both.

Allows courts to order persons convicted of false threat reports to pay the state or local government and media for response costs, including emergency vehicle and personnel use.

Creates the Urgent and Immediate Threat to Public Safety Notification System Fund in the state treasury, administered by the Department of State Police, with money remaining in the fund at fiscal year end and not lapsing to the general fund.
