Establishes housing standards for landlords in the rent vendoring program: dwelling units must not spread communicable disease, must be fit for human habitation, and must not be dangerous due to defects in plumbing, lighting, ventilation, heating, or drainage.

Terminates landlord participation in rent vendoring program if housing code violations pose health/safety hazards or if the landlord is delinquent on property taxes or loses property title.

Prohibits use of bridge cards to withdraw cash from automated teller machines or point-of-sale devices.

Restricts bridge card use to rent (through enrolled vendors), utility payments, child care provider payments, approved grocery store products, and other services through enrolled vendors with direct payment to providers.
