Establishes an emergency management division within the state department to coordinate emergency management activities across county, municipal, state, and federal governments.

Requires the division to prepare and maintain a comprehensive Michigan emergency management plan encompassing mitigation, preparedness, response, and recovery.

Authorizes the division to receive and administer state and federal emergency management and disaster-related grants-in-aid to state agencies and local political subdivisions.

Empowers the division to promulgate rules for emergency management coordinator standards, local emergency programs, training exercises, and public information programs.

Requires by July 1, 2016, the emergency management plan be updated to include municipal water emergency protocols covering immediate drinking water provision, medium-term supply plans, public health issue management, and resident education on water safety risks.
