Grants the auditor general authority to access and examine all books, accounts, documents, records, and electronically stored information of state branches, departments, offices, boards, commissions, agencies, authorities, and institutions, including confidential information.

Requires the auditor general to maintain the same duty of confidentiality imposed on entities providing confidential information and subjects the auditor general to civil and criminal penalties for willfully and intentionally disclosing that information.

Authorizes state officers and employees to provide unrestricted access to all records and electronically stored information, including confidential information, and to answer questions truthfully regarding their books, accounts, and records.

Permits the auditor general, deputy auditor general, and appointed individuals to issue subpoenas, compel witness testimony, administer oaths, and compel production of books, accounts, documents, records, and electronically stored information, with orders enforceable by circuit court.

Establishes misdemeanor penalties of 30 days to 6 months imprisonment and/or fines of $200 to $1,000 for individuals who offer gifts or money to auditor general employees to influence examinations or for employees who solicit such inducements.
