Requires local city, village, or township approval before the department can issue a temporary license for an adult foster care facility if issuance would substantially contribute to excessive concentration of community residential facilities in that jurisdiction.

Prohibits temporary licenses for adult foster care facilities serving more than 6 adults unless the facility has obtained required zoning approval or special/conditional use permits, subject to Michigan zoning enabling act section 206.

Exempts applicants who purchased a facility that was licensed under this act at the time of purchase or for the 1 year preceding the application from certain local regulatory requirements.

Clarifies that state law supersedes local regulations specific to adult foster care facilities, but local construction codes applicable to private residences still apply to these facilities.

Effective 90 days after enactment.
