Requires public bodies to separate exempt material from non-exempt material in public records and make the non-exempt material available for examination and copying.

Directs public bodies to design records to facilitate separation of exempt from non-exempt information where practicable.

Requires public bodies to generally describe exempted material when separation is readily apparent, unless the description would reveal contents of the exempt information and defeat the exemption's purpose.

Authorizes the Attorney General to counsel and advise public bodies on administration of the Freedom of Information Act upon request.

Takes effect January 1, 2017, contingent on enactment of HB 5469 or Senate Bill No. ____ (tie-bar provision).
