Removes references to liming materials under 1955 PA 162 from the definition of "beneficial use 3" and related provisions in the Natural Resources and Environmental Protection Act.

Transfers regulatory authority for materials licensed or registered under Part 85 (commercial fertilizers and soil conditioners) from the Department of Environmental Quality to the Department of Agriculture and Rural Development.

Eliminates liming materials from the list of substances that the Department of Environmental Quality must notify the Department of Agriculture and Rural Development about upon confirmation of release or threat of release.

Modifies requirements for beneficial use by-products to apply only to fertilizers and soil conditioners, removing previous application to liming materials as separate products.

Takes effect 90 days after enactment and is contingent on the enactment of HB 5058 of the 98th Legislature.
