Amends MCL 600.8379 to modify the allocation of civil fines imposed for commercial vehicle violations related to size, weight, or load regulations.

Changes distribution of civil fines for commercial vehicle violations from going to the political subdivision to instead directing 70% to the county road commission and 30% to library purposes.

Applies to violations of local ordinances that substantially correspond to Michigan Vehicle Code sections 257.601 to 257.750 (size, weight, load regulations).

Defines "commercial vehicle" as motor vehicles used for passenger or goods transportation, and establishes that "operation" means actual physical control regardless of licensing status.

Takes effect 90 days after enactment, but only if HB 5491 is also enacted into law.
