Changes fine allocation for serious safety defect violations from townships/cities/villages to county road commissions, with 70% directed to the county road commission and 30% to library purposes.

Prohibits local jurisdictions from adopting ordinances that are more or less restrictive than state law, or that require additional actions, equipment, or permits beyond state requirements.

Limits commercial motor vehicle operators to one citation per violation within a 24-hour period for violations corresponding to Michigan Vehicle Code sections 683-725a.

Requires courts to dismiss equipment violation citations if the vehicle owner or operator provides written proof of repair within 14 days after citation issuance, unless the vehicle was placed out of service.

Establishes that police officers must complete minimum training requirements established by the Michigan Department of State Police motor carrier division to be classified as motor carrier enforcement officers.
