Removes the 5-year sunset provision and makes annual rate adjustments permanent, with rates adjusted each year based on the United States consumer price index for the preceding calendar year, rounded to the nearest 5 cents.

Permits newspapers publishing state advertisements other than tax lists to charge their regular established commercial rates.

Prohibits newspapers from charging higher rates for political notices or political advertising than for commercial advertising of the same or similar size.
