Amends MCL 257.618 to add gender-inclusive language ("he or she") to the requirement that drivers involved in accidents immediately stop at the scene or report to police.

Establishes a rebuttable presumption in violation proceedings that a vehicle's registered owner was the driver at the time of the violation, based on proof of vehicle use and registered ownership.

Increases penalties for leaving the scene of an accident resulting in vehicle damage from a single fine/imprisonment option to allow 1 or more of: imprisonment for not more than 90 days, a fine of not more than $100.00, or community service for not more than 100 hours.

Takes effect 90 days after enactment into law.
