Requires the Department of Health and Human Services to analyze costs and create a model defining Michigan's state absorption capacity for refugees and unaccompanied minors, in cooperation with the Office of Refugee Services and Department of Technology, Management, and Budget.

Allows the department to request and receive information from agencies contracted to provide refugee services, including types of services, state costs, and number of refugees served, and may share this information with local units of government before refugee placement in compliance with federal law.

Requires the department and Office of Refugee Services to disclose any incidents or placement failures related to human trafficking, state or national security issues to the Department of State Police.

Mandates annual reports to the legislature containing refugee arrival information, programs provided, federal reimbursements, state and local costs, health screening compliance rates, job placement and wage data, and information on unaccompanied minors.

Takes effect 90 days after enactment.
