Replaces annual-only lobbyist reporting with both annual reports (due January 31) and quarterly reports (due by the last day of the month following each quarter).

Adds quarterly reporting periods covering: January-March, April-June, July-September, and October-December of each calendar year.

Modifies filing deadlines and processes, including allowing extension requests up to 60 days with secretary of state response required within 9 days.

Maintains reporting requirements for expenditures by category (food/beverage, advertising, other lobbying expenses) and financial transactions with public officials exceeding specified thresholds ($775 for goods/services, $500 for travel/lodging).

Keeps penalties for late filing at $10 per day (capped at $300 per report) and misdemeanor charges for violations exceeding 30 days, with effective date 90 days after enactment.
